In the United States, you can get a Lotus car from an authorized dealership. Lotus does not sell its cars directly. Thus, you can look through the list of approved dealers on their website or use Google to find a dealership near you. Call them to make inquiries.

Is it that any Lotus model can't be driven on the street? Or there are some Lotus model that doesn't meet the requirements for street driving? I know of a relative that stays in the US. She owns and drives her Lotus normally.
